Every one of 'em oversees a District, and inside that District is their Nest; if you can make it into one, or you're born there, then you're under that Wing's protection. But if you live outside a Nest, in the Backstreets...
The Backstreets fend for themselves. Syndicates grabbing turf and taking over, Sweepers running through every night. You can still manage to make a living out there, but in some places, you've gotta be luckier to survive.
Already it brings a sense of one's own importance dependent on where they are born.
